India and Spain meet


India and Spain has signed the following agreements during the meet in India:

a) Memorandum of Understanding Road Transport Sector 

This was signed by the Minister of Road Transport & Highways and Minister of Railways, Dr. C.P.Joshi and visiting Spain Minister of Public Works and Transport, Ms. Ana Pastor Julián.

The objective of MOU include promoting efficient and environmentally sustainable transport systems and to institutionalize a technical and scientific cooperation in the fields of road infrastructure, construction, maintenance and management of roads. It will also include exchange of information between Government officials and specialists of the Highway Departments in the field of transportation by road, and promote and develop the relations between enterprises (consultancy, engineering and road transport service provider companies) to enable transfer of technology in the field of road and road transport. 

b) Memorandum of Understanding on technical cooperation in the field of Railway sector 

This was signed by the Minister of Road Transport & Highways and Minister of Railways, Dr. C.P.Joshi and visiting Spain Minister of Public Works and Transport, Ms. Ana Pastor Julián.

Under this MOU, both the countries are to promote cooperation and information exchange in the areas of High Speed Railway, upgradation of speed of passenger trains on existing lines, improving safety of train operations, modernization of Rolling Stock, construction and maintenance technologies for fixed infrastructure – Track, Bridges, Tunnels, OHE, Power Supply Systems, Signaling and Telecommunications and other cooperation in railway related technology developments.

c) Audio visual Co-production Agreement 

It aims at improving cooperation between the two countries in the audio visual sector. The agreement establishes a legal framework for relations regarding cooperation between the two countries in the audio visual field thereby facilitating the development of the audio visual industry. The framework for co production includes feature films, documentary and animation films. 

The agreement provides opportunities for both the countries to pool their creative, artistic, technical, financial and marketing resources to co-produce films. The co-production would provide an opportunity to create and showcase ‘soft power’ of our Country. It would also lead to generation of employment among artistic, technical as well as non-technical personnel engaged in the arena of film production including post-production and its marketing, thus adding to the country’s GDP. The utilization of Indian locales for shooting raises the visibility/ prospects of India as a preferred film shooting destination across the globe. It will also lead to inflow of foreign exchange into the country and transparent funding of film production. 

d) Protocol for amending DTAA

The Government of the Republic of India and the Government of the Kingdom of Spain has signed the Protocol for amending the Convention and Protocol between the Government of the Republic of India and the Government of the Kingdom of Spain for avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income and on capital.

It is expected to stimulate the effective exchange of information and enable Assistance in Collection of taxes between India and Spain. It will reduce obstacles in mutual cooperation between the two countries and also prevent the abuse of the benefits of the Convention.

e) MoU on defence cooperation 

According to the MoU the two sides will exchange defence-related experience and information, and encourage visits of personnel and collaboration in the defence industry and similar areas of cooperation.

Spanish firm Navantia is planning to offer its S-80 diesel electric submarine for the Indian Navy’s Project 75-India, under which it plans to procure six large conventional submarines at a cost of more than Rs. 50,000 crore.
